កម្ពុជាបានលើកកង្វល់អំពីបញ្ហាលំនៅដ្ឋានទៅកាន់ UN ពាក់ព័ន្ធនឹងការបំផ្លិចបំផ្លាញផ្ទះសម្បែងពលរដ្ឋខ្មែរពីសំណាក់កងទ័ពថៃ

កម្ពុជាបានដាក់ពាក្យបណ្ដឹងផ្លូវការទៅកាន់អង្គការសហប្រជាជាតិ (United Nations) ដោយចោទប្រកាន់ប្រទេសថៃថាបានបំផ្លាញផ្ទះសម្បែងស៊ីវិល និងរំលោភលើសិទ្ធិលំនៅដ្ឋាន និងកម្មសិទ្ធិរបស់ពលរដ្ឋកម្ពុជានៅក្បែរព្រំដែន។ ពាក្យបណ្ដឹងទាំងនេះត្រូវបានដាក់កាលពីថ្ងៃទី ៥ ខែមករា ដោយគណៈកម្មាធិការសិទ្ធិមនុស្សកម្ពុជា (CHRC) ក្រោមការណែនាំរបស់សម្តេចធិបតី ហ៊ុន ម៉ាណែត។

សំណើទាំងនោះត្រូវបានផ្ញើទៅកាន់ការិយាល័យ UN High Commissioner for Human Rights និង UN Special Rapporteur លើសិទ្ធិទទួលបានលំនៅដ្ឋានសមរម្យ (right to adequate housing) នៅទីក្រុងហ្សឺណែវ។ កម្ពុជាបានអំពាវនាវឱ្យ UN ធ្វើអន្តរាគមន៍ជាបន្ទាន់ ដោយអះអាងថា កងកម្លាំងថៃបានបន្តសកម្មភាពយោធា ទោះបីជាមានការប្រកាសឈប់បាញ់ (ceasefire) កាលពីចុងខែធ្នូ ឆ្នាំ ២០២៥ ក៏ដោយ។

យោងតាម CHRC ទាហានថៃត្រូវបានចោទប្រកាន់ថាបានចូលទៅក្នុងភូមិជាច្រើនក្នុងខេត្តមួយចំនួនរបស់កម្ពុជា បំផ្លាញផ្ទះសម្បែង រឹបអូសទ្រព្យសម្បត្តិឯកជន និងបង្ខំឱ្យជនស៊ីវិលមួយចំនួនធំរត់ភៀសខ្លួន។ កម្ពុជាទទូចថា សកម្មភាពទាំងនេះបានកើតឡើងនៅក្នុងទឹកដី និងអធិបតេយ្យភាពដែលត្រូវបានទទួលស្គាល់របស់ខ្លួន។

កម្ពុជាកំពុងទាមទារឱ្យមានការដកកងទ័ពថៃចេញជាបន្ទាន់ បញ្ឈប់ការបំផ្លិចបំផ្លាញទ្រព្យសម្បត្តិស៊ីវិល ការវិលត្រ��ប់ដោយសុវត្ថិភាពនៃគ្រួសារដែលផ្លាស់ទីលំនៅ និងការផ្តល់សំណងដល់ជនរងគ្រោះ។ កម្ពុជាបាន استدلال (Argue) ថា សកម្មភាពរបស់ថៃបានរំលោភលើច្បាប់សិទ្ធិមនុស្សអន្តរជាតិ និងច្បាប់មនុស្សធម៌ជាច្រើន ដែលការពារលំនៅដ្ឋាន និងទ្រព្យសម្បត្តិឯកជន។

Cambodia raises house concerns to UN over Thai troop destruction of Cambodian homes

Cambodia has submitted formal complaints to the United Nations, accusing Thailand of destroying civilian homes and violating the housing and property rights of Cambodian citizens near the border. The complaints were filed on January 5 by the Cambodian Human Rights Committee (CHRC) under the direction of Prime Minister Hun Manet.

The submissions were sent to the Office of the UN High Commissioner for Human Rights and the UN Special Rapporteur on the right to adequate housing in Geneva. Cambodia called on the UN to urgently intervene, claiming that Thai forces have continued military actions despite a ceasefire declared in late December 2025.

According to the CHRC, Thai soldiers allegedly entered villages in several Cambodian provinces, destroyed homes, seized private property, and forced large numbers of civilians to flee. Cambodia insists these actions took place within its recognized territory and sovereignty.

Cambodia is demanding the immediate withdrawal of Thai troops, an end to the destruction of civilian property, the safe return of displaced families, and compensation for victims. It argues that Thailand’s actions violate multiple international human rights and humanitarian laws protecting housing and private property.

Opinion: Cambodia’s appeal reflects growing concern that ceasefire agreements alone are not enough to protect civilians. If the claims are confirmed, international silence could weaken trust in global human rights enforcement and set a troubling precedent for border-related conflicts.
