ធនាគារជាតិនៃកម្ពុជា (NBC) បានបញ្ជាក់ថា Huione Pay Plc. បានសងបំណុលរបស់ខ្លួនទាំងស្រុងដល់អតិថិជន បន្ទាប់ពីការដកហូតអាជ្ញាប័ណ្ណប្រតិបត្តិការរបស់ខ្លួននៅថ្ងៃទី 25 ខែកញ្ញា។ ធនាគារកណ្តាលបានបញ្ជាក់ថា ក្រុមហ៊ុនបានបញ្ចប់នីតិវិធីរំលាយចោលស្របតាមតម្រូវការផ្នែកច្បាប់ ដែលត្រូវបានធ្វើសវនកម្មដោយ Reachs & Partners Co., Ltd. និងត្រូវបានគាំទ្រដោយក្រសួងពាណិជ្ជកម្ម។ ការប្រកាសនេះធ្វើឡើងបន្ទាប់ពីមានការព្រួយបារម្ភពីសាធារណជនអំពីការផ្អាកប្រតិបត្តិការជាបណ្តោះអាសន្នរបស់ Huione ដែលធ្វើឱ្យអតិថិជនមិនអាចដកប្រាក់បាន។
នៅក្នុងសេចក្តីប្រកាសដដែល ធនាគារជាតិនៃកម្ពុជាបានបញ្ជាក់ជាថ្មីថា គ្មានស្ថាប័នធនាគារ ឬហិរញ្ញវត្ថុណាមួយនៅក្នុងប្រទេសកម្ពុជាត្រូវបានអនុញ្ញាតឱ្យផ្តល់សេវាកម្មទាក់ទងនឹងទ្រព្យសកម្មគ្រីបតូនោះទេ។ ដោយលើកឡើងពីប្រកាសខែធ្នូ ឆ្នាំ 2024 របស់ខ្លួន និងសេចក្តីថ្លែងការណ៍រួមឆ្នាំ 2018 ជាមួយនិយតករ និងការអនុវត្តច្បាប់ ធនាគារបានព្រមានថា សកម្មភាពទាក់ទងនឹងគ្រីបតូបង្កហានិភ័យដល់ប្រព័ន្ធហិរញ្ញវត្ថុ និងសាធារណជន។ វាបានជំរុញឱ្យស្ថាប័ន និងបុគ្គលប្រុងប្រយ័ត្ន និងគោរពតាមបទប្បញ្ញត្តិដែលមានស្រាប់យ៉ាងតឹងរ៉ឹង។
NBC Confirms Huione Pay Debt Repayment, Warns on Crypto
The National Bank of Cambodia (NBC) has confirmed that Huione Pay Plc. has fully repaid its obligations to customers following the revocation of its operating license on September 25. The central bank stated that the company completed liquidation procedures in accordance with legal requirements, audited by Reachs & Partners Co., Ltd., and endorsed by the Ministry of Commerce. The announcement comes after public concern over Huione’s temporary suspension of operations, which left customers unable to withdraw funds.
In the same release, the NBC reiterated that no banking or financial institutions in Cambodia are authorised to provide services related to crypto assets. Citing its December 2024 Prakas and a 2018 joint statement with regulators and law enforcement, the bank warned that crypto-related activities pose risks to the financial system and the public. It urged institutions and individuals to exercise caution and strictly comply with existing regulations.
