កម្ពុជាតវ៉ាចំពោះការល្បាតរបស់កងទ័ពជើងទឹកថៃនិងទាមទារឱ្យដោះលែងអ្នកនេសាទ


កម្ពុជាបានដាក់លិខិតតវ៉ាជាផ្លូវការទៅកាន់ប្រទេសថៃ ចំពោះអ្វីដែលខ្លួនបានលើកឡើងថា ជាប្រតិបត្តិការជើងទឹកខុសច្បាប់នៅក្នុងដែនទឹកអធិបតេយ្យភាពរបស់ខ្លួន និងការចាប់ខ្លួនអ្នកនេសាទខ្មែរចំនួន ៣ នាក់។ ក្រសួងការបរទេសបានឱ្យដឹងថា កងទ័ពជើងទឹកថៃបានឃាត់ខ្លួនបុរសទាំងនោះ និងរឹបអូសទូកនេសាទរបស់ពួកគេកាលពីថ្ងៃទី ២២ ខែកុម្ភៈ នៅចម្ងាយប្រហែល ៧,២ ម៉ៃល៍សមុទ្រ ពីកោះយ័រ ក្នុងខេត្តកោះកុង។


នៅក្នុងសេចក្តីថ្លែងការណ៍មួយ ក្រសួងបានហៅសកម្មភាពនេះថាជាការរំលោភលើអធិបតេយ្យភាពរបស់កម្ពុជា និងច្បាប់អន្តរជាតិ។ ក្រសួងក៏បានជំរុញឱ្យប្រទេសថៃដោះលែងអ្នកនេសាទជាបន្ទាន់ ប្រគល់ទូកនេសាទត្រឡប់មកវិញ និងបញ្ឈប់ការល្បាតជើងទឹកដោយគ្មានការអនុញ្ញាតទាំងអស់នៅក្នុងដែនទឹករបស់កម្ពុជា។


មន្ត្រីខេត្តកោះកុងបានលើកឡើងថា ពួកគេកំពុងសម្របសម្រួលជាមួយអាជ្ញាធរថៃ ដើម្បីស្វែងរកការដោះលែងអ្នកនេសាទទាំងនោះ។ ភាពតានតឹងនៅតាមព្រំដែនគោក និងសមុទ្រនៅតែបន្តមានកម្រិតខ្ពស់ ចាប់តាំងពីមានការប៉ះទង្គិចគ្នាដោយអាវុធរវាងប្រទេសជិតខាងទាំងពីរ កាលពីខែធ្នូកន្លងទៅ។

អ្នកវិភាគក្នុងស្រុកម្នាក់បានលើកឡើងថា កម្ពុជាគួរតែជំរុញឱ្យមានការដោះលែងអ្នកនេសាទទាំងនោះជាបន្ទាន់ ហើយគួរពិចារណាលើកបញ្ហានេះទៅកាន់ស្ថាប័នអន្តរជាតិ រួមមានតុលាការយុត្តិធម៌អន្តរជាតិ (ICJ) និងអាស៊ាន ប្រសិនបើហេតុការណ៍ស្រដៀងគ្នានេះនៅតែបន្តកើតមាន។ លោកបានបញ្ជាក់យ៉ាងច្បាស់ថា ជម្លោះដែនសមុទ្រគួរតែត្រូវបានដោះស្រាយនៅក្រោមអនុសញ្ញាអង្គការសហប្រជាជាតិស្តីពីច្បាប់សមុទ្រ (UNCLOS)។

Cambodia Protests Thai Navy Patrols, Demands Release of Fishermen

Cambodia has formally protested to Thailand over what it says was an illegal naval operation in its territorial waters and the arrest of three Cambodian fishermen. The Ministry of Foreign Affairs said the Thai navy detained the men and seized their fishing boat on February 22, about 7.2 nautical miles from Koh Yor Island in Koh Kong province.


In a statement, the ministry called the action a violation of Cambodia’s sovereignty and international law. It urged Thailand to immediately release the fishermen, return their boat and stop all unauthorised naval patrols in Cambodian waters.


Koh Kong officials said they are coordinating with Thai authorities to secure the fishermen’s release. Tensions along the land and maritime borders have remained high since armed clashes between the two neighbours in December.


A local analyst said Cambodia should push for the men’s immediate release and consider raising the issue with international bodies, including the International Court of Justice and ASEAN, if similar incidents continue. He stressed that maritime disputes should be resolved under the United Nations Convention on the Law of the Sea.
