Cambodia raises alarm over renewed Thai encroachments

Synopsis: Phnom Penh voices serious concern over renewed encroachment by Thai armed forces in four border provinces.


Cambodia has expressed concern over renewed encroachment by the Thai military along the border in four provinces, despite recent diplomatic efforts at maintaining a ceasefire aimed at a peaceful resolution of the dispute.

Thailand is now illegally occupying Cambodian territory in four border provinces—Preah Vihear, Oddar Meanchey, Banteay Meanchey and Pursat—following three weeks of military aggression from December 7 to 27, 2025, which forced more than 650,000 Cambodians to flee their homes.

In Banteay Meanchey province alone, six border villages were fully or partially illegally occupied after Thai military forces installed barbed wire and shipping containers to block road access, preventing Cambodian civilians from returning home. Villagers were forced to remain in refugee camps indefinitely, while Thai forces reportedly went looting.


According to a statement released yesterday by the Ministry of Foreign Affairs and International Cooperation, a diplomatic briefing was held on the afternoon of January 6, during which Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn updated heads of diplomatic missions and representatives of international organisations in Phnom Penh on the latest developments along the border.

During the meeting, the Deputy Prime Minister outlined the key outcomes of several recent diplomatic engagements.

Despite these efforts, Sokhonn voiced concern over the Thai armed forces’ resumed encroachment into Cambodian territory, particularly in the provinces of Banteay Meanchey, Pursat, Preah Vihear and Oddar Meanchey.

He reaffirmed that Cambodia remains fully committed to upholding the ceasefire and resolving all disputes through peaceful means, in accordance with international law.


Cambodia proposed a special Joint Boundary Commission (JBC) meeting to be hosted in Siem Reap province in early January 2026 to address ongoing border issues, including stalled survey and demarcation work and alleged violations of Cambodian territory.

However, the meeting, which was originally scheduled for the first week of January in Siem Reap, was postponed by Thailand, citing internal procedural reasons. In response, Cambodia submitted a Note Verbale on January 5, 2026, requesting that the JBC meeting be rescheduled for the second or third week of January in Siem Reap province.

The Ministry of Interior reported yesterday that an additional 16,756 displaced persons have returned to their homes. As a result, of the more than 640,000 people displaced, approximately 460,000 have now returned, while 186,760 remain in displacement camps.

Cambodia has also reaffirmed its firm, clear and unwavering position on defending sovereignty and territorial integrity through peaceful means, stressing that it will not make any concessions.

Government spokesman Pen Bona said during a press briefing yesterday that the government’s stance is consistently reflected in the actions and statements of Cambodia’s top leadership, diplomatic efforts and legally binding agreements reached with Thailand and international partners.


He cited a message issued the same day by Senate President and Cambodian People’s Party President Hun Sen on the 47th anniversary of January 7 Victory Day, in which Cambodia reaffirmed its commitment to ending the suffering of the people, preventing destruction and continuing along the path towards lasting peace, justice and stability, while fully implementing the December 27, 2025 ceasefire and the Kuala Lumpur Joint Declaration of October 26, 2025.

Bona also highlighted Prime Minister Hun Manet’s December 29, 2025 message to soldiers, police and citizens, underscoring that Cambodia’s decision to implement the ceasefire does not mean surrender, loss of sovereignty or abandoning the right to self-defence, but rather reflects prioritising peace, human life and the well-being of the people, even amid pressure and challenges.

He noted that Cambodia and Thailand share an internationally recognised land border defined by the 1904 Convention and the 1907 Treaty, and that Cambodia remains committed to resolving border issues peacefully in accordance with international law, treaties, conventions and existing bilateral mechanisms, firmly rejecting any attempt to alter borders through the use of force.

The spokesman pointed to repeated outcomes achieved through diplomacy, including the July 28, 2025 ceasefire agreement in Putrajaya, the Kuala Lumpur Peace Joint Statement signed on October 26, 2025, and the Joint Statement issued on December 27, 2025 following the third Special General Border Committee (GBC) meeting, which led to the implementation of the ceasefire from noon that day.

Summarising the government’s position, Bona said: “The Royal Government of Cambodia is absolutely determined to protect national sovereignty and territorial integrity without any concession, and will do so through peaceful solutions based on diplomacy, existing bilateral mechanisms, treaties, conventions and international law.”

He added that these consistent efforts have strengthened public confidence and unity, with Cambodians nationwide standing firmly behind the government as a solid national force in safeguarding the country’s lawful sovereignty and territorial integrity.

The Ministry of Interior also reported that the overall situation along the Cambodia–Thailand border remained under close monitoring during the period from 6 am on January 6 to 6 am on January 7, following the ceasefire agreed under the Joint Statement of the third Special General Border Committee (GBC) meeting on December 27, 2025.

According to the ministry, an additional 16,756 displaced persons returned to their homes during the reporting period, bringing the total number of returnees to about 460,000. Out of more than 640,000 displaced persons overall, 186,760 people—including 98,027 women and 61,169 children—remain in displacement camps.

Public services have gradually resumed in several affected provinces, though some schools, hospitals and local administrative offices remain temporarily closed, particularly in Oddar Meanchey, Banteay Meanchey and Preah Vihear provinces.


The ministry also provided updated figures on damage to civilian infrastructure since December 7, 2025, reporting extensive destruction to both private and public property across Battambang, Preah Vihear, Oddar Meanchey, Banteay Meanchey and Pursat provinces, including homes, schools, hospitals, pagodas, roads, bridges, utilities and ancient temples.

Authorities in border provinces continue to assess damage, assist displaced families and prepare conditions for safe returns, while coordinating with the Cambodian Mine Action Centre (CMAC) to clear unexploded ordnance in affected areas.

The ministry further noted several incidents involving Thai reconnaissance drones flying over Cambodian territory in Pursat and Koh Kong provinces on the nights of January 5 and 6, which it said constituted violations of Cambodia’s sovereignty.

Overall, the Ministry of Interior said it remains focused on managing displaced persons, restoring public services and coordinating closely with the Royal Cambodian Armed Forces to safeguard national sovereignty and territorial integrity, while urging continued public unity and calm as diplomatic and security efforts continue.

កម្ពុជាបានស្នើឱ្យមានកិច្ចប្រជុំពិសេសមួយរបស់គណៈកម្មការព្រំដែនចម្រុះ (JBC) នៅខេត្តសៀមរាប នៅដើមខែមករា ឆ្នាំ២០២៦ ដើម្បីដោះស្រាយបញ្ហាព្រំដែនដែលកំពុងបន្ត រួមទាំងការងារវាស់វែង និងកំណត់ព្រំដែនដែលជាប់គាំង និងការរំលោភបំពានលើទឹកដីកម្ពុជា។

ទោះជាយ៉ាងណាក៏ដោយ កិច្ចប្រជុំនេះ ដែលដើមឡើយត្រូវបានគ្រោងធ្វើនៅសប្តាហ៍ដំបូងនៃខែមករា នៅខេត្តសៀមរាប ត្រូវបានពន្យារពេលដោយប្រទេសថៃ ដោយលើកឡើងពីហេតុផលនីតិវិធីផ្ទៃក្នុង។ ជាការឆ្លើយតប ប្រទេសកម្ពុជាបានដាក់ជូនកំណត់ចំណាំនៅថ្ងៃទី 5 ខែមករា ឆ្នាំ 2026 ដោយស្នើសុំឱ្យកិច្ចប្រជុំ JBC ត្រូវបានកំណត់ពេលឡើងវិញសម្រាប់សប្តាហ៍ទីពីរ ឬទីបីនៃខែមករា នៅខេត្តសៀមរាប។

ក្រសួងមហាផ្ទៃបានរាយការណ៍កាលពីម្សិលមិញថា ជនភៀសខ្លួនចំនួន ១៦,៧៥៦ នាក់បន្ថែមទៀតបានវិលត្រឡប់ទៅផ្ទះរបស់ពួកគេវិញ។ ជាលទ្ធផល ក្នុងចំណោមមនុស្សជាង ៦៤០,០០០ នាក់ដែលត្រូវបានផ្លាស់ទីលំនៅ មានប្រមាណ ៤៦០,០០០ នាក់បានវិលត្រឡប់មកផ្ទះវិញហើយ ខណៈដែល ១៨៦,៧៦០ នាក់នៅតែស្ថិតក្នុងជំរំជនភៀសខ្លួន។

ដោយសង្ខេបអំពីជំហររបស់រដ្ឋាភិបាល លោក បូណា បានមានប្រសាសន៍ថា “រាជរដ្ឋាភិបាលកម្ពុជា ប្តេជ្ញាចិត្តយ៉ាងមុតមាំក្នុងការការពារអធិបតេយ្យភាពជាតិ និងបូរណភាពទឹកដីដោយគ្មានការធ្វើសម្បទានណាមួយឡើយ ហើយនឹងធ្វើដូច្នេះតាមរយៈដំណោះស្រាយដោយសន្តិវិធីដោយផ្អែកលើការទូត យន្តការទ្វេភាគីដែលមានស្រាប់ សន្ធិសញ្ញា អនុសញ្ញា និងច្បាប់អន្តរជាតិ”។

លោកបានបន្ថែមថា កិច្ចខិតខំប្រឹងប្រែងជាប់លាប់ទាំងនេះ បានពង្រឹងទំនុកចិត្ត និងឯកភាពរបស់សាធារណជន ដោយប្រជាជនកម្ពុជាទូទាំងប្រទេស ឈរយ៉ាងរឹងមាំនៅពីក្រោយរដ្ឋាភិបាល ក្នុងនាមជាកម្លាំងជាតិដ៏រឹងមាំមួយ ក្នុងការរក្សាអធិបតេយ្យភាពស្របច្បាប់ និងបូរណភាពទឹកដីរបស់ប្រទេស។

ក្រសួងមហាផ្ទៃក៏បានរាយការណ៍ផងដែរថា ស្ថានភាពទូទៅតាមបណ្តោយព្រំដែនកម្ពុជា-ថៃ នៅតែស្ថិតក្រោមការតាមដានយ៉ាងដិតដល់ក្នុងរយៈពេលចាប់ពីម៉ោង ៦ ព្រឹក ថ្ងៃទី ៦ ខែមករា ដល់ម៉ោង ៦ ព្រឹក ថ្ងៃទី ៧ ខែមករា បន្ទាប់ពីបទឈប់បាញ់ដែលបានព្រមព្រៀងគ្នាក្រោមសេចក្តីថ្លែងការណ៍រួមនៃកិច្ចប្រជុំគណៈកម្មាធិការព្រំដែនទូទៅពិសេស (GBC) លើកទីបី នៅថ្ងៃទី ២៧ ខែធ្នូ ឆ្នាំ ២០២៥។

យោងតាមក្រសួង ជនភៀសខ្លួនចំនួន ១៦.៧៥៦ នាក់បន្ថែមទៀតបានវិលត្រឡប់ទៅផ្ទះរបស់ពួកគេវិញក្នុងអំឡុងពេលរាយការណ៍ ដែលនាំឱ្យចំនួនសរុបនៃជនភៀសខ្លួនមានប្រហែល ៤៦០.០០០ នាក់។ ក្នុងចំណោមជនភៀសខ្លួនជាង ៦៤០.០០០ នាក់សរុប មនុស្ស ១៨៦.៧៦០ នាក់ រួមទាំងស្ត្រី ៩៨.០២៧ នាក់ និងកុមារ ៦១.១៦៩ នាក់ នៅតែស្ថិតក្នុងជំរំជនភៀសខ្លួន។

សេវាសាធារណៈបានចាប់ផ្តើមឡើងវិញជាបណ្តើរៗនៅក្នុងខេត្តមួយចំនួនដែលរងផលប៉ះពាល់ ទោះបីជាសាលារៀន មន្ទីរពេទ្យ និងការិយាល័យរដ្ឋបាលមូលដ្ឋានមួយចំនួននៅតែបិទជាបណ្ដោះអាសន្នក៏ដោយ ជាពិសេសនៅក្នុងខេត្តឧត្តរមានជ័យ បន្ទាយមានជ័យ និងព្រះវិហារ។

ក្រសួងក៏បានផ្តល់តួលេខថ្មីៗអំពីការខូចខាតដល់ហេដ្ឋារចនាសម្ព័ន្ធស៊ីវិលចាប់តាំងពីថ្ងៃទី ៧ ខែធ្នូ ឆ្នាំ ២០២៥ ដោយរាយការណ៍ពីការបំផ្លិចបំផ្លាញយ៉ាងទូលំទូលាយដល់ទ្រព្យសម្បត្តិឯកជន និងសាធារណៈនៅទូទាំងខេត្តបាត់ដំបន់ ព្រះវិហារ ឧត្តរមានជ័យ បន្ទាយមានជ័យ និងពោធិ៍សាត់ រួមទាំងផ្ទះសម្បែង សាលារៀន មន្ទីរពេទ្យ វត្តអារាម ផ្លូវថ្នល់ ស្ពាន សេវាប្រើប្រាស់ និងប្រាសាទបុរាណ។

អាជ្ញាធរនៅតាមខេត្តជាប់ព្រំដែនបន្តវាយតម្លៃការខូចខាត ជួយគ្រួសារដែលត្រូវបានផ្លាស់ទីលំនៅ និងរៀបចំលក្ខខណ្ឌសម្រាប់ការវិលត្រឡប់ដោយសុវត្ថិភាព ខណៈពេលដែលសម្របសម្រួលជាមួយមជ្ឈមណ្ឌលសកម្មភាពមីនកម្ពុជា (CMAC) ដើម្បីសម្អាតគ្រាប់មិនទាន់ផ្ទុះនៅក្នុងតំបន់ដែលរងផលប៉ះពាល់។

ក្រសួង​បាន​កត់សម្គាល់​បន្ថែម​ទៀត​អំពី​ឧប្បត្តិហេតុ​ជាច្រើន​ដែល​ពាក់ព័ន្ធ​នឹង​យន្តហោះ​គ្មាន​មនុស្ស​បើក​ឈ្លបយកការណ៍​របស់​ថៃ​ដែល​ហោះហើរ​លើ​ទឹកដី​កម្ពុជា​ក្នុង​ខេត្តពោធិ៍សាត់ និង​កោះកុង​នៅ​យប់​ថ្ងៃទី 5 និង​ទី 6 ខែមករា ដែល​ក្រសួង​បាន​និយាយ​ថា​ជា​ការរំលោភ​លើ​អធិបតេយ្យភាព​របស់​កម្ពុជា។

ជារួម ក្រសួងមហាផ្ទៃបាននិយាយថា ខ្លួននៅតែផ្តោតលើការគ្រប់គ្រងជនភៀសខ្លួន ការស្តារសេវាសាធារណៈឡើងវិញ និងការសម្របសម្រួលយ៉ាងជិតស្និទ្ធជាមួយកងយោធពលខេមរភូមិន្ទ ដើម្បីការពារអធិបតេយ្យភាពជាតិ និងបូរណភាពទឹកដី ខណៈពេលដែលជំរុញឱ្យមានការរួបរួមសាធារណៈ និងភាពស្ងប់ស្ងាត់ជាបន្តបន្ទាប់ ខណៈដែលកិច្ចខិតខំប្រឹងប្រែងផ្នែកការទូត និងសន្តិសុខនៅតែបន្ត។
